不清楚房价却能廉价买豪宅，陈诠峰 ：林冠英是房屋买家的一盏明灯！
（槟城21日讯）马华槟城州联委会秘书陈诠峰揶揄槟州首长林冠英，在辨说自己不知道房价的情况下，竟然能够以廉价购买到豪宅，他不但是人们眼中的“神级首长”，也是购买房屋买家的一盏明灯！
他针对槟州首长林冠英在大开门户，邀媒体参观其位于宾鸿路独立式洋房时，以“他不是產业经纪，他並不清楚房子的市场价格”为藉口，企图掩饰他在购买有关房子时，可能出现的官商勾结，利益输送, 以及利益冲突的质疑时那么指出。

他指出，林冠英所谓的“不清楚房子的市场价格”根本就是无稽之谈，有关论调不但侮辱人民的智慧，也凸显出林冠英企图转移视线，以“不知者无罪”为藉口，置身度外。
“任何想要购买房屋的买家都知道和了解，在购买房子之前，其中的一项手续就是要聘请估价师，为有关交易的房屋进行估价，而银行将根据有关估价单作为提供贷款的依据之一，林冠英所谓的不清楚房子的市场价格根本就是稽之谈，拥有会计专业知识的他，必定在购买之前，完全知道和了解有关房子的市场价格”.
他表示，林冠英的私邸坐落于乔治市宾鸿路，双层独立式洋房，2008年市价为250万令吉，但经过庞大装修后，屋主在2015年仅以280万令吉脱售给林冠英，这是相当不寻常。
“网上也已经能够取得估价局对“林宫”的估价官方文件，而估价单中也一再的显示和证明，林冠英的林宫市价（在2015年8月）至少高达427万令吉，而林冠英却以低于市价近半的价格购买，其中的利益关系必须厘清，他必须立即出来讲清楚，说明白”。
他强调，林冠英邀请媒体参观林宫是一个毫无意义的举动，无论房子内部有多朴素，家具有多廉价，设计有多简单，这和林冠英以廉价购买豪宅完全扯不上关系，更有此地无银三百两之嫌。
“任何想要购买房屋的买家都知道和了解，在购买房子之前，其中的一项手续就是要聘请估价师，为有关交易的房屋进行估价，而银行将根据有关估价单作为提供贷款的依据之一，林冠英所谓的不清楚房子的市场价格根本就是稽之谈，拥有会计专业知识的他，必定在购买之前，完全知道和了解有关房子的市场价格”.

How can Guan Eng not know the bungalow’s true market value?
Penang Chief Minister Lim Guan Eng is truly an extraordinary house buyer as he has purchased a luxurious bungalow way below the market price, but claiming that he was unaware of the actual property’s value.
His excuse for not knowing the true value of his house because he is not a real estate agent is nonsensical. It is nothing more than an attempt to cover up any possible conflict of interest, abuse of power..., and exchange of benefits in return for buying the house below market price.
Penang Chief Minister Lim Guan Eng is truly an extraordinary house buyer as he has purchased a luxurious bungalow way below the market price, but claiming that he was unaware of the actual property’s value.
His excuse for not knowing the true value of his house because he is not a real estate agent is nonsensical. It is nothing more than an attempt to cover up any possible conflict of interest, abuse of power..., and exchange of benefits in return for buying the house below market price.
His self-claimed ignorance of the market price is clearly an insult to people’s intelligence and a desperate move to divert attention and claim innocence.
Any house buyer should know that the bank requires a property valuation check for deciding the loan margin. Thus, it is illogical for Lim, who possess professional accounting background, to claim innocent or ignorance on such a huge amount transaction.
The property in question, a double-storey bungalow located at Jalan Pinhorn, Georgetown was valued at RM2.5 million in 2008. But after intensive renovation, the previous owner had sold it to Lim at an astonishing low price of only RM2.8 million in 2015.
From the official valuation by the National Institute of Valuation (INSPEN) which can be obtained easily online, it clearly indicates that that type of property should be valued at least RM4.27 million as at August 2015. As such, Lim must come clean and clarify the actual consideration for the huge differential price.
His actions in inviting the media to his house is meaningless. No matter how moderate the interior design or how down-to-earth the furnishing, it does not in any way help to answer the question of the below-market purchase. Instead, it only reflects Lim’s guilty conscious.

他说，林冠英昨日引以自豪的说，槟州拖欠中央政府债务最少，意味着槟州表现“最强，证明槟州财务管理表现最好”，中央政府应给予奖掖。
他今日发表文告提醒林冠英，不要忘记之前曾经亲自宣布，槟州政府与联邦政府签署水供重组协议的事件，州政府将槟州控股水务机构（PBAPP）的核心资产转交给联邦政府，也就是说把槟城所拖欠的债务全转给联邦政府。
陈诠峰指出，联邦政府在接手这项计划后，即展开扩建孟光水坝的工程，这项工程所需的12亿令吉，也是由联邦政府拨款兴建，如果联邦政府不接手这项耗大的工程，相信州子民离开水荒的日子依然遥遥无期。
他说，撇开林冠英没有能力兴建孟光水坝的问题，槟州政府也需承担这项耗资12亿令吉的计划，还有其他计划的财务，包括发展与提升水供资产的沉重财务负担、治水及分配用水服务，并全力提高运作效率、提供水的品质及服务素质等，都是庞大的负担。
“林冠英作出这项宣布美其名是说为了人民的福利愿意和中央政府合作，实际上是他根本没有能力处理及管理好这么重大的计划，没想到林冠英还好意思厚着脸皮，以联邦政府的功劳来贴自己的脸皮来要求奖掖，让人啼笑皆非。”
他说，联邦中央政府并没有因为槟州由希望联盟执政而忽略槟州，联邦政府接纳有关计划，完全是基于人民面对水供短缺问题困扰，以及槟州政府根本没有能力处理及发展此计划作为最大的考量。
他劝请林冠英不要再说中央政府没有照顾槟州，更加不要提“中央政府应赏罚分明，给欠债最少的槟州，拨出更多工程拨款，而非欠债最少者，福利却比不上债台高筑州属” 这些没经过大脑、自取其辱的话。

Has Guan Eng forgotten that Penang’s debts were transferred to the Federal government?
Penang Chief Minister Lim Guan Eng is shameless for taking credit for Penang’s low debt to the Federal government, and even had the gall to say that Penang was the “strongest” in financial management, and even dared to propose that Penang be rewarded by the Federal government.
May I remind Lim of his own announcement recently that the core assets of the Penang Water Supply Board (PBAPP) had been transferred to the Federal government through the signing of the water supply restructuring agreement between the state and Federal governments; meaning that all debts by Penang had now been transferred to the Federal government?

Upon singing the water restructuring agreement, the Federal government had then commence works to expand the Mengkuang Dam which had cost RM1.2billion. It is hard to imagine how Penang would have escaped the recent drought if the Federal government had not funded this project.
The Penang state government would certainly have faced difficulty in forking out the RM1.2billion in construction cost, not to mention the other expenses needed to continue managing the water assets, piping and distribution, and to improve water quality and services if not for the federal government.
When Lim had said that Penang’s cooperation with the Federal government was done in the people’s interest, he neglected to state the fact that Penang lacks the ability to manage a project of such magnitude. Instead, he chose to claim credit over the federal government’s efforts.
The Federal government has never neglected any opposition-ruled state, and Penang is no exception. It had undertook the project solely with the aim of eradicating the water supply problem faced by the people, and had even took into account the state government's incapability to see through such a project.
As such, we advise Lim to stop accusing the Federal government of neglecting Penang, and to stop making nonsensical allegations that Penang gets less benefits even though it has lower debts compared to other states with higher debts.
